So I had wanted to get a structural engineer to look at the basement wall, because it was cracked in two and had some bowing. (Slight bowing, but never the less I wanted a third opinion). Everything looks OK and they made some suggestions for what should be done.
The problem really comes down to drainage. The front of the house does not have any way for the water spouts to drain down the hill. I have talked to a few people who have suggested that I remove the gutters (was going to do that anyway because of all the leaves that get stuck in the screen) and then replace them with a 6" and run only one sprout that will then drain down the hill.
So for starters the following structural things need to be done to the house:
Replace the gutters
Replace the roof
Stop wall from bowing
Replace the linoleum floor in the kitchen
Fix electrical wiring issues
Everything else is going to be cosmetic.

Have you considered a french drain into a dispersion field? They tend to work well if dug into place properly. The other option I'd consider, if I were starting gutter-free in the first place, would be capturing the rainwater and using it for the garden. Very "green" and eco-friendly!
The house/yard design won't allow for a dispersion field. Its more like running the gutters to drain on the proper side of the house. I currently have 4" gutters and will move to a 6" gutter to get it done. Also I should replace the roof since its about 25-30 years old. I am going to do both at once. I feel its better to be safe then sorry.
